ABOUT PRIVATE HIRE

Private Hire can be defined as:

"Vehicles licensed by the local authority that can only respond to pre-arranged bookings and cannot park on licensed taxi ranks or in the street plying for hire."

Wolverhampton City Council states that: 'Vehicles that qualify as private hire vehicles are required to be licensed.

Private hire vehicles have to be pre-booked with the vehicle's operator and are therefore not permitted to 'ply for hire'. If a private hire vehicle is 'hailed' or 'flagged down' then the vehicle, driver and passengers are not insured. 

There are no set fare rates for private hire vehicles, as with hackney carriages. Fares are decided using a meter displayed inside the vehicle or should be agreed with the operator or driver before the journey.

Private hire vehicle licences can run for any period up to a year. The period of the licence depends on a number of factors including age.

Private Hire Operators are required to be licensed by the Council. All new operator licence applications are required to be presented to the Licensing Sub-Committee. This is to ascertain that the applicant(s) is a 'fit and proper' person to hold a licence of this type.

All licenced Private Hire drivers undergo a criminal records check.

All licenced Private Hire drivers undergo knowledge and driving tests.

All licenced Private Hire drivers wear a yellow badge for identification.

All licenced Private Hire vehicles are examined up to three times a year to ensure that they are roadworthy and safe.'
