TAXI
MARSHALLING IN WOLVERHAMPTON
A Pilot Scheme for 2006 -
2007
Wolverhampton
City Council are operating the taxi marshalling scheme from the bus
station on Piper's Row.

A trial taxi marshalling scheme, approved by members of Wolverhampton
City Council’s Licensing Committee, will help ensure visitors
to
Wolverhampton city centre get home safely in the evenings.
The
new scheme launches on October 20th 2006 for a 12 month trial period.
The scheme involves marshals supervising a taxi collection point, which
for private hire taxis is near the city centre at the bus station on
Piper's Row, to collect their passengers in a controlled and organised
environment. [map]
The taxi marshalling scheme will operate here at weekends, on Friday
and Saturday nights between 11.30pm and 3.30am. It is likely that
additional hours and days will be added at other busy times, such as
the Christmas and New Year period.

* Any location except Queen Square, because the City
Council is
enforcing a strict No Stopping & No Waiting policy applicable
to
all vehicles including taxis entering Queen Square.

The Aims Of The Wolverhampton Taxi Marshalling Scheme:
Provide safe transport home for people using city centre facilities
late at night;
Enhance the experience of visiting Wolverhampton city centre;
Reduce the risk of disorder arising;
Enhance security for the taxis drivers;
Promote a good working partnership between those serving the city's
evening economy, including licenced entertainment venues, the police,
the Council, the City Centre Company, and the taxi trade, thereby
promoting Wolverhampton's good reputation.
The
Taxi Marshals’ Primary Responsibilities:
Maintain and control marshalled pick up points in an orderly manner;
Act as a ‘bridge’ between the public and taxi
drivers and
operators, with the support of council officers, the police and the
Wolverhampton City Centre Company;
Work closely with licensed premises and security providers in the city;
Work closely with the police, Police Community Support Officers and
members of the council Environmental Services teams;
Monitor the use of the marshalling scheme for evaluation purposes;
Respond to general enquiries from members of the public on the
operation of the service.

In the Wolverhampton City Council press release 'Councillor Bishan
Dass, Chair of the Licensing Committee, said: “In addition to
offering a service to get people home quickly and safely after a night
out in the city, we are hopeful that the initiative will help to
strengthen Wolverhampton’s night-time economy and the
city’s reputation as a vibrant, welcoming and safe place to
visit.”
Angie Took, City Centre Manager said: “This is another
successful
partnership which is promoting safety across Wolverhampton.
“The evening business is important to our city and we have an
ongoing commitment to ensure that our citizens are safe - we believe
the taxi marshalling will play an important role in achieving
this.”
The project has been developed by Wolverhampton City Council, the City
Centre Company and West Midlands Police after members of the taxi trade
enquired about the possibility of implementing the scheme.
Wolverhampton City Council has consulted with other local authorities
where similar schemes already operate as well as with representatives
of the trade and police.
The authority has also secured a bid for £50,000 from the
Home Office Tackling Violent Crime Initiative to fund the trial.
The impact of the scheme will be assessed to decide whether it will be
extended when the trial comes to an end.'
